With diversification of ICT landscape, it has become absolutely imperative for Government Websites to bring in qualitative and quantitative transformations in wake of changing user expectations. As part of the Digital India Programme, it was envisaged that a standardized framework be implemented for all Government websites to improve the presentation, re-usability and consistency of these websites. The Content Management Framework (CMF) project has been initiated with this view of standardization and improvement in presentation and content delivery of websites of Government Ministry/Department websites. The CMF is currently planned to be rolled out for 100 websites of Central Government Ministries/Departments to foster development of citizen centric and universally accessible websites.
CMF scheme is primarily directed towards making Government Websites more usable, user centric and unusually accessible. It shall help Web Managers in developing better understanding of comprehensible web designs& technologies and in turn improved management of their websites and portals. They shall be able to get their high quality websites developed at lesser cost & efforts.
CMF enabled websites would immensely benefit the citizens, businesses as well as Indian Diaspora. With universally accessible, citizen-centric websites, users can easily navigate through websites and search for the content they are looking for. Besides information, they can also pay their bills/taxes and avail other schemes/services on anytime, anywhere basis.
CMF shall establish a single window service for the Government Departments for advice & training to develop GIGW compliant websites. These would be made available at the Web Resource Centre(WRC) repository. Capacity Building, on different aspects of web design & technology shall in turn ameliorate the overall quality of Indian Government websites in cyberspace.

Web accessibility denotes that people with disabilities can perceive, understand, navigate, interact and contribute through web. CMF comes with in-built rule sets and checks that ensure that the content migrated to the framework is compliant to the web content accessibility guidelines, making the site accessible to the differently abled users.
A unique feature for Government Websites, visual ly challenged users can use this tool to hear the content of the page. Initially, this facility will be available for Hindi and English languages which will be further extended to other languages in due course of time.
To help people navigate easily around the page, header and footer region of the website must be consistent and identifiable. CMFprovides standardized header and footer for all websites. This allows a consistent format for the Government Websites; at the same time, the framework is flexible enough to accommodate customizations to be made as per the requirements of the respective Ministry/Department.
An efficient search feature helps the user reach the desigred information quickly. One of the key feature in which most Government Websites lag is a reliable search facility. CMF comes loaded with comprehensive in-built extensive site search facility enabling users to search efficiently within site.
The RTI module of the framework has a section on proactive disclosure and also links to first and second appeal pages in the CIC website (http://rti.india.gov.in). The RTI module comes embedded with the following features:
India is entreepicenter of global lingual diversity. As a thumb-rule, people can comprehend things better when presented in their own language. In an effort to reach out to maximum users, CMF allows both manual translated input and automatic tool based translation of English sites. While the automated translation may not be 100% accurate, it would still provide local language content based on present technological advancement and form a basis for manual input. However, text presented as images will not be translated
CMF leverages Government websites to customize their features.The most frequently used features like Photo gallery, feedback management, sliders, social media integration are available as pre formatted modules.
It is essential for web managers to determine how their websites are performing in terms of visitors and what content gets visited the most. CMF comes with Visitor Analytic Dashboard to put a tab on user behavior and access patterns of your website.
Government Websites must ensure compliance with the Guidelines for Indian Government Websites (GIGW) while developing/redesigning their websites, portals and web based applications. The framework ensures this as it is compliant to GIGW.
The core framework has been thoroughly security audited for various potential security risks and loopholes.
CMF provides for a two level workflow comprising of a content creator and content approver. Any content will have to pass through onetwo levels of moderation before the same is published on the site.
